Policy Statement

 

The University of South Florida College of Medicine recognizes the importance of the educational process provided to the residents in each specialty and sub-specialty program.  Through the Office of Graduate Medical Education, institutional oversight is provided to address the overall educational component of the medical education process.  Both the Office of GME and the Graduate Medical Education Committee (GMEC) have the responsibility to support and direct the graduate medical education process at the USF College of Medicine.

 

The primary responsibility of the Graduate Medical Education Committee (GMEC) is to provide oversight for the establishment and implementation of policies that affect all USF residency programs regarding the quality of the education and the overall work environment.

 

The Graduate Medical Education Committee (GMEC) is a standing policy committee of the College of Medicine and its voting membership is composed of the program directors of primary residency programs, representatives of each affiliated institution, and residents nominated by their peers.  Non-voting membership includes the program directors of all of the subspecialty training programs.  The Associate Dean for GME is an ex-officio member without vote.

 

GMEC resident representatives are officers of the Housestaff Association, as elected by their peers.  All officers are invited to attend, with the retirement that at least two members attend each GMEC meeting as a full voting member.  Other resident representatives are encouraged to attend, to participate in discussion, however, voting is limited to elected resident officers.

 

The quorum of the Graduate Medical Education Committee is defined as five (5) voting members of the Committee.

 

The GMEC meets on a quarterly basis, or more frequently as needed, and is the official communication pathway for program directors.  The Office of GME ensures that minutes of each meeting are recorded and maintained for each meeting.

There are currently four (4) subcommittees of the GMEC which were created to address specific areas of institutional responsibility as follows:

 

1.                  IPRS – Internal Program Review and Site visit

2.                  APC – Affiliations, Programs, and Contracts

3.                  ESEG – Resident Education, Support, Employment, and Grievances

4.                  SSHE – Selection, Supervision, Hours, and Environment

 

These subcommittees of the GMEC meet on a quarterly basis and report back to the GMEC on each specific category of responsibility.

-         addressing issues of resident salaries, benefits, work environment and support services.

-         ensuring programs have the most current Institutional, Common and Program-specific requirements of the ACGME.

-         ensuring that internal program reviews are conducted which follow a written protocol, are conducted between ACGME program surveys, and have a written report documented for each internal review.

-     ensuring that each program meets the requirement of program documentation (i.e., required policies and procedures, specific components to the core curriculum, etc.) as supported by GME-106, Program Compliance Documentation.

-         ensuring that residents have an appropriate educational environment in which they can communicate and exchange information, have the right to express concerns in a confidential manner, and right to a grievance process.

-         reviewing letters of accreditation and letters of reports from ACGME site visits to address compliance and improvement issues.
