Policy Statement

 

The College of Medicine of the University of South Florida is committed to providing the highest quality work environment for physicians in training to master their chosen disciplines, while residents the flexibility to manage his/her “after hours” time.  Oversight of duty hours and total work hours is the responsibility of the Graduate Medical Education Committee and the Office of Graduate Medical Education.  All residents will be limited to an 80 hour workweek, averaged over four weeks, which will also include time spent in outside clinical activities (moonlighting).  In order to effectively carry out this responsibility, the following policies will be enforced:  

 

1. each program must have established, in writing, resident duty hours that provide time for both education and patient care activities.  

 

2. residents must not be required to engage in "moonlighting." 

 

3.  the program director must acknowledge in writing that she/he is aware that a resident is moonlighting, and this information must be made part of the resident's folder.

 

4. residents may not accept outside employment or engage in other outside activity that may interfere with the full and faithful performance of clinical responsibilities. 

 

5. residents are not allowed to moonlight or do locum tenens activity during an approved leave of absence unless pre-approved by the Program Director and the Associate Dean for Graduate Medical Education.

 

6. residents engaged in approved moonlighting must be individually licensed for

unsupervised medical practice in the state where the moonlighting occurs.

 

7. outside employment malpractice insurance coverage is not provided by the Health Sciences Self Insurance Program and is the responsibility of the resident. 

 

8. use of an affiliated hospital's institutional DEA number is not valid for activities outside the scope of practice of the Program. 

 

9. Programs must count time spent in patient care activities external to the educational program (moonlighting) toward the weekly duty hour limit.

Resident                                                           Requests approval to provide patient care activities external to his/her residency training activities.

 

Program Director                                              Ensures that outside activity will not interfere with residency training and that these external activities, once approved, are counted in the total weekly duty hour limits for patient care activities.

 

Notifies resident of approval or denial of moonlighting request and documents in writing in his/her resident file.

 

Monitors resident for excessive stress or fatigue.

 

Resident                                                           Notifies program when moonlighting activity is terminated.
